The Tax Credit is essentially an interest free loan from the government spread over 15 Years.
It does not reduce your mortgage because it is not available at closing, only when you file your taxes and receive
your tax overpayment refund check from the IRS.
Although You Can Use Your Tax Credit Tax Refund Anyway that You Wish, we are going to use the example
here that you place the money in savings to repay the recapture tax in future years.

In any case, the full balance is due on April 15th in the year following sale.
You will owe the IRS the Tax Recapture regardless of what your home sells for in the future.
This should be considered a liability even though it will not show up on your credit report!
